They are considered emoji rather than smileys, and are built in to phpBB, I think it's via a third party server. They are simply Unicode characters.

So you can use WinCompose to type their hex code points.
⎄u1f368⏎ = :ice_cream: = 🍨

And you can scale them.
[size=400]:icecream:[/size] = :icecream:

I had a hell of a time finding a list of the :colon_codes: for them. It seems like this might be one, but displayed in a different font.

OK. I just learned that the emoji "font" used by phpBB is the Twitter emoji font, also called Twemoji, as shown here in the column marked "Twtr".

But Twitter does not specify the :colon_codes:, which appear to be the same as those in the GitHub page I linked in the previous post, and not the same as the column marked "CLDR short names" in the table linked above.

If you enter an emoji as a unicode character, then you will see it in the post editor in the "font" called "Browser" in the table linked above.
